    HR is more science and analysis with a bit of intuitive judgement at the end. With analysis you can know the customers of the company, financial realities, success of the company, staff engagement, then add judgement on how to achieve strategies to be achieved. Without 'work' on corporate realities HR judgement is just opinion and not informed.
