Sovereignty is not about closing borders. That’s impossible in a digital world. At Orange, we’ve defined it through four Cs: → Control. To make our infrastructure resilient, secure and reliable in moments of crisis, and in moments of pride like the Olympics. → Choice. To build reversibility into the digital ecosystem, supporting European alternatives when they exist. → Competency. Because without skills and know-how, there is no autonomy. → Critical size. Because in tech, scale isn’t a luxury. It’s a condition for relevance. And we are acting on this. We build and operate submarine cables. We invest in open-source telco cloud. We co-invest in Bleu, a trusted cloud platform, with Capgemini. I also made the case for what we call Frugal AI. Not less AI, smarter AI. With network traffic growing by 20% every year, we need AI that’s energy-efficient, privacy-respecting, and designed for distributed infrastructure. And above all, we need trust. Alors oui, on parle de souveraineté, de résilience, d’IA frugale… mais pendant ce temps, les infrastructures clés restent opérées sous droit extraterritorial, les plateformes dites « de confiance » tournent sur Azure, et la réversibilité se limite à des promesses commerciales. La souveraineté ne se résume pas à un plan com’ ou à des partenariats bancables. Elle exige une capacité d’action autonome, de bout en bout, sans dépendance stratégique.
